Verizon Federal wins $28 million naval telecommunications contract

Defense contracts worth $7 million and more


Rolls-Royce Corp., Indianapolis, Indiana, wins $1,013,571,576 firm-fixed-price, indefinite-delivery contract. This contract provides intermediate depot-level maintenance and related logistics support for approximately 210 T-45 F405-RR-401 Adour engines in service in support of the Navy. Work will be performed in Meridian, Mississippi (47%); Kingsville, TX (46%); Pensacola, Florida (6%); and Patuxent River, Maryland (1%), and is expected to be completed in July 2027. No funds will be committed at the time of award; funds will be committed to individual orders as they are issued. This contract was not competitively awarded in accordance with Federal Defense Procurement Regulation 6.302-1. The Naval Air System Command, Patuxent River, Maryland, is the contracting activity (N0001922D0042).

Verizon Federal Inc., Ashburn, Va., wins $28,349,646 firm fixed price, indefinite delivery/indefinite quantity contract to provide Naval Computer and Telecommunications Area Master Station Atlantic with integrated voice and data services through office-based facilities central to defense activities at the Naval Support Activity of Philadelphia, Pennsylvania; Naval Business Center Philadelphia, Pennsylvania; and Naval Support Activity Mechanicsburg, Pennsylvania. The contract will include a base order period of five years with an additional order period option of six months pursuant to Defense Federal Acquisition Regulation 52.217-8 – Service Extension Option, which, if exercised , will bring the total estimated value to $31,708,581. The base order period is expected to begin in October 2022 and end in September 2027; if the option is exercised, the ordering period will be completed by March 2028. Work will be performed in Philadelphia, Pennsylvania (60%); and Mechanicsburg, Pennsylvania (40%). Fiscal Year 2023 Operations and Maintenance (Navy) funds in the amount of $3,000 will be obligated to fund the minimum contract amount and the funds will expire at the end of the current fiscal year. Individual Task Orders will subsequently be funded with the appropriate appropriations for the fiscal year at the time of issuance. A company was solicited for this sole-source requirement pursuant to Federal Defense Procurement Regulation 6.302-1 and an offer was received. Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department Norfolk Office, Norfolk, Va. is contracting activity (N00189-22-D-0020).

Tactical Engineering & Analysis Inc., San Diego, CA, is awarded a multiple award amendment of $20,016,538 for Indefinite Delivery/Indefinite Quantity, Cost Plus Fixed Charges, to previously awarded contract N66001-18-D-0392 for analysis and testing engineering services. These services will provide research, development, test and evaluation services for command, control, communications, computers, cyber and intelligence, surveillance and reconnaissance systems and combat direction systems. . Work will be performed in San Diego, CA (100%), and is expected to be completed by August 2023. All winners will have the opportunity to compete for work orders during the order period. No funds will be committed at the time of award. Funds will be committed as task orders are issued using FY2022 Research, Development, Test and Evaluation (Navy) funds; Operations and Maintenance Fund (Navy) for fiscal year 2022; other procurement funds (Navy) for fiscal year 2022; shipbuilding fund for fiscal year 2022 (Navy); and working capital for fiscal year 2022 (Navy). L3 Technologies Inc., Camden, New Jersey, receives a $13,403,240 amendment to a previously awarded Navy Multiband Terminal (NMT) Modem Cost Plus Incentive Task Order (N00039-20-D-0065) issued by the Naval Information Warfare Systems Command. This amendment incorporates the specification changes into the scope and extends the work order fulfillment period by 19 months. NMT is a multi-band satellite communication terminal that provides secure and broadband communications. Work will be performed in Salt Lake City, Utah (55%); Camden, NJ (23%); Tempe, Arizona (14%); Hanover, Maryland (4%); San Diego, California (2%); Bonita Springs, Florida (1%); and Chambersburg, Pennsylvania (1%). If all options are exercised, work could continue until July 2027. No funds will be committed upon issuance of this contract amendment. The initial contract was competitively procured through the Naval Information Warfare Systems Command and Federal Business Opportunities e-commerce websites with three bids received. This scope change was negotiated pursuant to Defense Federal Acquisition Regulation 52.243-2, Variant II, Amendments—Cost Reimbursement. The Naval Information Warfare Systems Command, San Diego, Calif., is the contracting activity.

Omni2Max Inc., La Mesa, CA (N3220521C4020), is awarded an option in the amount of $8,192,260 (P00007) for the fixed price portion of a previously awarded firm fixed price contract with reimbursable elements to exercise a period of year option for offshore supply vessel MV Ocean Valor to support logistics experimentation for the delivery of fuel, stores, passengers and ammunition from small commercial platforms. This contract includes a firm execution period of 11 months and four option periods of one year which, if exercised, would bring the cumulative value of this contract to $41,523,938. The work will be performed worldwide and is expected to be completed, if all options are exercised, by September 6, 2026. Fiscal 2022 working capital (Navy) in the amount of $8,192,260 is incurred and will not expire at the end of the fiscal year. This procurement was issued under a full and open tender, with an unlimited number of companies solicited through the tender management system website and three bids were received. Military Sealift Command, Norfolk, Va., is the subcontracted activity.


Grunley Construction Co. Inc., Rockville, Maryland, has been awarded a $100,000,000 fixed price contract to design-bid-build the Raven Rock Mountain complex. Bids were solicited via the Internet and six were received. Work locations and funding will be determined with each order, with an estimated completion date of August 16, 2027. US Army Corps of Engineers, Baltimore, Maryland, is contract activity (W912DR-22-D-0007).


CORRECTION: Contract advertised August 12, 2022 for General Dynamics Land Systems Inc., Sterling Heights, Michigan (SPE7LX-21-D-0110/P00004) for $59,768,955 has been advertised with an incorrect award date. The correct award date is August 15, 2022.
