On July 19, 2022, the Ministry of Posts and Telecommunications issued Prakas No. 82 on the quality of telecommunications services (“Prakas“) to determine key quality indicators, measurement methods and quality control mechanisms for telecommunications services.

The determination aims to:

a. Ensure that information on the quality of telecommunications services provided by telecommunications operators is accurate, acceptable and comparable;

b. Provide information regarding the options, price and quality of telecommunications services;

vs. Protect the interests of consumers by receiving quality telecommunications services in accordance with the fees paid;

D. Provide information to telecommunications operators in order to prepare the improvement plan for their services and their telecommunications network;

e. Ensure that telecom service quality measurement reports provided by telecom operators are accurate, complete and delivered on time.

The Prakas applies to telecommunications operators who provide mobile phone services, fixed telephone services and fixed Internet services in Cambodia. Under this Prakas, operators, within 10 months of the entry into force of the Prakas, must fully strengthen the quality of their telecommunications services in accordance with the key quality indicators of the quality of telecommunications services as stipulated in this Prakas.
